Our Leadership
Small Business Liaison Officer
Carlos Rivera is Culmen International's Small Business Liaison Officer (SBLO) and the Vice President of Health Programs. Carlos leads our efforts to expand Culmen's network of small businesses and suppliers to continue to provide our clients with high quality solutions.

Culmen International is fully committed to the provisions contained in Public Law 95-507, as amended, and Federal Acquisition Regulation (FAR) Part 19, establishing requirements for participation in federal contracts to include:
