President and COO

Richard Irwin joined Culmen as the President and Chief Operating Officer (COO) in March 2016. In addition to those roles, he oversees the company’s intelligence community work.

Mr. Irwin began his United States Government (USG) career with the Central Intelligence Agency (CIA). Mr. Irwin’s time with the CIA as a Security Officer and a Senior Special Operations Program Officer has provided him with extensive operational and senior management experience with tours at the White House and the Department of Homeland Security (DHS). His service with the CIA spanned 28 years with assignments in El Salvador, Honduras, Spain, Afghanistan, and Italy. Additionally, he has served in other USG roles including: serving as White House Director of Incident Management in the office of Homeland Security, Director of Incident Management for the White House Homeland Security Council, and DHS Director of Incident Management.

Mr. Irwin retired from the CIA in 2005. Since that time, he has held private sector executive positions including: Vice President of Alutiiq’s Homeland Security Division; Vice President of Homeland Security for MELE Associates; Chief Operating Officer/Senior Vice President for National Security with SNVC; Founder, President, and Chief Executive Officer (CEO) of Cead Mile Failte Consulting LLC; and President and CEO at Goldbelt Incorporated.

Richard Irwin was born in Allentown, Pennsylvania, and graduated from York College of Pennsylvania in June 1977 with a B.S. in Police Science. He is fluent in Spanish and Italian and has extensive experience working with foreign governments, Federal, state, and local departments and agencies, and the private sector.

Mr. Irwin is the author of “KH601, And Ye Shall Know the Truth and the Truth Shall Make You Free, My Life in the Central Intelligence Agency”.
